Returns compiled CSS from a collection of selectors and declarations.

Useful for returning a compiled stylesheet from any collection of CSS selector + declarations.

Example usage:
$css_rules = array( array( ‘selector’ => ‘.elephant-are-cool’, ‘declarations’ => array( ‘color’ => ‘gray’, ‘width’ => ‘3em’ ) ) );
